My question is: Can I purchase a gun to give to my wife as a gift? I like to give her the occasional anniversary gift of a nice gun. She holds a concealed carry permit the same as I do.

Look at the instructions on the 4473, it explains ATF's position on this.

"You are also the actual transferee/buyer if you are legitimately purchasing the firearm as a gift for a third party."

If you are buying from an FFL you are required to fill out the ATF form 4473.
