My administration, in consultation with the Office of the Attorney General, along with federal and local law enforcement, is committed to doing everything within our power to prevent gun violence in our communities. Accordingly, pursuant to my authority under Article V of the Constitution of Virginia and under the Code of Virginia, I am ordering the following:

I. Establish Joint Task Force to Prosecute Gun Crimes

There shall be established a Joint Task Force to Prosecute Gun Crimes (the “Task Force”), to be led by the Attorney General of Virginia and the Secretary of Public Safety and Homeland Security. The Task Force shall be comprised of representatives from state and local prosecutors and law enforcement, the Virginia State Police, the Department of Criminal Justice Services, along with federal partners in order to develop strategies and coordinate efforts to strictly enforce existing gun laws under state and federal law. Following from successful law enforcement efforts in the past, the Task Force will put special emphasis on enforcing two key protections under the law:

1.) That only licensed firearms dealers engage in the business of selling firearms.

Be sure to know that Obama and his minions will be watching this test. If we don't push back, a Federal executive order will be issued by the President when he sees it can be gotten away with. One order after another, piece by piece they will go.

OK, first off this copy isn't signed and that would seem to be McAwful floating a trial balloon.

Second, the open carry piece would seem to directly violate the state constitution, but he might or might not have authority to install a ban against open carry in 'executive' government buildings.

Third, an executives order DOES NOT carry the force of law, unless of course our we and representatives do nothing...

I would like some help creating petitions against this nonsense for different state officials. Starting with roanoke and franklin county areas and snow balling from there. If any one is interested in helping please pm me. Executive order like this one and the one from comrade obamski are illegal. Executive orders are only suppose to be written in order to assist those in the executive branch in doing their jobs.

My understanding is the answer is "No".

The EO directs that "A Way" be found to require all sales to go through a background check and that all sales be limited to "licensed dealers". The first one is going to need a change in existing law and the second one is going to run head on into ATF regs/VSP regs and the response of current FFLs.

ATF only allows FFLs access to the NICS program, just as the VSP restricts access to their program only to FFLs. FFLs are going to buck mightily at the responsibility and paperwork/storage requirements, as well as the amount of time it will take staff away from actually selling guns.

Creating a law to ban private gun sales will work just fine guys, what's the big deal? I mean the laws banning sales of meth, crack, cocaine etc. across the country work great !

On Saturday, more than 130 people in a train station in Kunming, China, were injured when about ten men and women wielding knives began stabbing others at random, the BBC reports. The attackers, who authorities say might be members of a Muslim separatist group from Xinjiang province, used swords and meat cleavers to inflict damage on people lined up near the busy station's ticket counter. Officials stated that at least 28 people have been confirmed dead as a result of the attacks, Reuters reports.
As shocking as Saturday's attack is, knife attacks are not uncommon in China. As Quartz reports, knives are often the weapon of choice there. Here's Quartz:
It’s unclear exactly how many knife attacks have taken place in China over the years, but the almost regular media reports of the attacks suggest that efforts to regulate the purchase of knives or punish offenders haven’t been successful.
Most recently, targets for these knife attacks have included schools and shopping centers. Last June, knife-wielding assailants killed nine policemen and 17 civilians at a police station in Lukqun Township in Xinjiang.
In July of 2013, a mentally ill man stabbed four people, leaving a two-year-old boy dead, outside of a Carrefour shop in Beijing with a knife he purchased from the store. The following month, another man stabbed several passengers on a bus in Henan province, killing three, including a 10-month old baby and a 10-year-old child.
China is not unique in its problem with knives, however. In Japan, in 2001 a janitor wielding a kitchen knife killed eight children at an Osaka school where he worked, while a man in Tokyo went on a random stabbing spree with a dagger in 2008, killing four people. In South Korea, a disgruntled man killed eight people in a stabbing spree at his apartment complex in 2008. In Germany, a drunk 16-year-old stabbed 41 people at the opening ceremony of a Berlin train station. And last year, anti-knife campaigns ramped up in the U.K after a 13-year-old girl was stabbed to death.
All of these countries have tight gun control laws, and rates of violent crime involving knives reflect that. According to the United Nations Office of Drugs and Crime, firearms account for 76 percent of homicide weapons in the Americas (30 countries), while knives make up just 10 percent of those crimes. In Europe (32 countries), on the other hand, guns are involved in 36 percent of murders and knives are involved in 43 percent

A knife attack every 4 minutes; 130,000 per year - but ministers still insist crime rates are falling

More than 350 people are the victim of knife assaults every day in England and Wales, the latest crime figures have revealed.
Last night a teenager in Lambeth, London, became the latest victim of the stabbing epidemic, dying in hospital after a frenzied attack.
Almost 130,000 attacks involved knives last year - equivalent to one every four minutes - according to the annual British Crime Survey.
This figure does not include the tens of thousands of assaults against under-16s. However, unlike the police records published yesterday, it does include crimes which are not reported to the authorities.
The police data revealed 22,000 serious knife assaults - including 231 attempted murders - were reported to the police last year.
There were also almost 14,000 reported robberies and more than 8,000 woundings.
As the Daily Mail revealed exclusively yesterday, the forces' data, which was gathered for the first time this year, starkly illustrated how knife crime has spread beyond the major cities into the shires.
The British Crime Survey figure of 130,000 knife attacks is substantially higher than the police's figure. This is thought to be because many victims never report being threatened with a knife - and even assaults needing hospital treatment go unrecorded.
The phenomenon of 'hidden' knife crime has led senior doctors to call for new rules making it compulsory for hospitals to record knife injuries.
The British Crime Survey, based on interviews with thousands of households across the UK, showed overall crime down 10 per cent to 10.1million offences.
Police figures, which typically capture only around half of all crime, showed a similar trend.
Shadow Home Secretary Dominic Grieve pointed out that the police figures showed violent crime up nearly 80 per cent since Labour came to power. The BCS trends were more positive.
He said: 'Our police have been tied up in so much red tape that they can only spend 14 per cent of their time on the beat fighting crime.
'Our porous borders have allowed too many weapons and quantities of hard drugs to simply flow into our country, fuelling violent crime.
'Labour have also failed to address family breakdown which does so much to set young people on to a path of crime.'
Ministers were keen to point out that the Survey showed a 9 per cent drop across all categories of crime last year.
They claimed the recent steady downward trend was the most impressive in modern times - including a 12 per cent fall in violent crime.
But Police Minister Tony McNulty acknowledged public concern over knife crime following a spate of horrific murders in recent months.
Firearms offences recorded by police rose 2 per cent last year to reach a total of 9,803, while murders were up 3 per cent to 784.
Domestic burglary and theft from the person showed no change, according to the BCS, but there were falls in vehicle thefts (11 per cent) and criminal damage (10 per cent).
Overall there were 2,164,000 violent assaults last year according to the BCS, of which around 6 per cent involved knives.
Doubts remain over the how complete the Home Office figures are, particularly as the Survey counts only crimes which have an adult victim.
This means it ignores huge swathes of youth offending and drug crime.
Officials announced yesterday that from next year the BCS will be expanded to include under-16s for the first time.
The figures are now presented independently of the Home Office after accusations of political interference in previous years.

IF you want to make it hurt you go after guys on the bubble, the ones with close elections. You go through the House and the Senate and go after a handful of Dems at a time and you get out ALL of the pro 2A voters - especially those who stay home because the guy doesn't pass some other litmus test or because he isn't conservative enough...that's how we got Obama and McAwful; "Romney isn't a REAL conservative" or "Cuccinelli isn't whatever"...that's how you LOSE elections.
